THE INDUSTRIAL CLINIC PROGRAM
  1. The ECC-Industrial Clinic Program was established for the purpose of preventive occupational safety and health. It provides free medical examinations to workers of small and medium enterprises upon the request of the employer who wants to prevent the occurrence of occupational illness(es)/disease(s) among his workers due to possible exposure to occupational hazards in the workplace;   

  2. To avail of the free and/or subsidized medical examination, a small and medium enterprise (SME) employer shall  formally file a request with the Commission. In his request, the employer shall:
    1. identify the number of worker(s) to be examined, the kind or nature of medical examinations he would want these workers to undergo, and his reasons for requesting the medical examinations  of the workers. “Worker(s)” as used here may include all the workers in the company or only a part of them whom the employer shall identify in the request;
    2. express willingness to have the workplace assessed by the ECC Quick response Team (QRT) composed of an ECC personnel and experts from the Occupational Safety and Health Center (OSHC) and the Bureau of Working Conditions (BWC) to assess the work environment, validate the kind and nature of the medical examination requested and to determine the appropriate remedial measures that should be undertaken in the workplace should occupational hazards be found that may affect the health and safety of the workers; and  
    3. manifest willingness to undertake the recommended remedial measures on the identified occupational hazard(s) should such is found in the workplace.   

3.   The employer’s request shall be accompanied by a brief description of the nature of work performed by the workers by department and the materials, chemicals, biological or ergonomic hazards the workers may have been exposed to in a given period. The description can be presented in any form;   

4.     The Commission’s approval of the requested medical examination of workers shall depend upon the result of the assessment of the workplace. The assessment result and the recommendation(s) of the QRT shall guide the Commission in authorizing the kind and nature of medical examinations that will be conducted by an industrial clinic on the concerned workers; 

5.   The Commission shall normally assign the conduct of the medical examination to the industrial clinic nearest to the place of work. However, in cases where specialized tests are to be conducted and the nearest industrial clinic to the place of work is found to be not in possession of the medical/technical expertise necessary for the conduct of the required medical examination, the Commission may identify other industrial clinics near the place of work and assign to the clinic identified to be in possession of the needed expertise the conduct of the medical examination; 

6.    A formal letter authorizing the conduct of the medical examination shall be issued by the Commission addressed to both the requesting employer and the identified industrial clinic. The authorization letter shall, among others, specify the kind and nature of medical examination that may be conducted on the workers listed therein; and

7.      After the medical examination of the workers shall have been conducted, the industrial clinic shall submit a report of its findings to both the employer and the Commission. The industrial clinic’s report to the Commission shall include copies of the individual results of the examination conducted for each worker in the list and its recommendations.
